Six heures trente du matin. ciel couvert. L'Atlantique, d'un gris-vert minéral, alimente la dentelle d'écume qui, sans cesse, ourle la plage à Barra da Tijuca.
Six thirty in the morning, overcast sky. The Atlantic, mineral green-grey, feeds the frothy white lace which, without end, hems the beach at Barra da Tijuca.
C'est ici, à l'Hôtel Windsor Barra, que commence ce matin le deuxième Forum sur la gouvernance de l'Internet (IGF), dont la première édition s'était déroulée près d'Athènes il y a un an. L'événement sera fort suivi (on s'attend à presque deux mille participants), et le programme sera dense, les séances plénières alternant avec des ateliers plus spécialisés.

It's here, at the Windsor Barra Hotel, that the second Forum on the Governance of the Internet (IGF) will begin, following the first edition a year ago, close to Athens. This event is likely to draw a large attendance (close to two thousand) and the programme is quite dense, specialized workshops alternating with general sessions.
