2006 : qu'en retiendrez-vous ? C'est la question qui vous était posée dans ce blog en décembre 2006. Bien sûr, l'histoire évenementielle a été importante en 2006 (élections, conflits armés, faits nationaux ou individuels), mais les tendances "lourdes", plus difficiles à cerner, méritent tout autant de retenir notre attention. Vos remarques ou suggestions peuvent contribuer à rendre cette sélection plus pertinente. 2006, quelques tendances marquantes :
Etat de la planète : jamais auparavant, il n'y a eu une prise de conscience aussi aiguë de l'impact de l'activité humaine sur le climat. Le tsunami de fin décembre 2004 dans le Sud-Est de l'Asie, amplement analysé en 2005 et 2006, a mis en évidence le danger que peut représenter le peuplement de zones côtières très exposées, alors même que s'accentue, dans la plupart des pays, l'exode rural et la création anarchique de zones urbaines, y compris dans des régions à risque. Le réchauffement climatique a fait sentir ses effets de façon dramatique : force inusitée de certains phénomènes atmosphériques (cyclones, ouragans, tempêtes, inondations, sécheresse), conséquences sur la démographie, notamment dans certaines régions d'Afrique. Le film documentaire d'Al Gore, ancien vice-président des Etats-Unis, "An inconvenient truth", par sa qualité pédagogique, a contribué à éveiller les consciences. La suggestion de créer une organisation internationale de l'environnement, longtemps ignorée, trouve désormais un plus grand écho.
Etat de l'humanité. La crise de la grippe aviaire, partie d'Asie mais se répandant très vite en Europe, a démontré la porosité des frontières, et la virulence des pandémies à notre époque d'échanges quasi instantanés. Alors que la crise de la "vache folle" avait était avant tout un phénomène européen, la grippe aviaire touche un produit de consommation (volaille) beaucoup plus répandu dans le monde. Mais la cruauté et l'inconscience humaines, en provoquant des conflits régionaux ou locaux, demeurent les plus grands facteurs de mortalité (guerre et famine au Darfour, par exemple). Dans le même temps, dans les pays disposant d'un système social et de santé public cohérents, l'espérance de vie a continué de s'accroître (dans les pays en tête de cette liste, l'espérance de vie des hommes est passée à environ 79 ans, celle des femmes à 83 ans).
Géopolitique globale. La Chine s'est rapprochée du statut de puissance mondiale, en devenant le premier détenteur mondial de réserves financières (dont 1000 milliards de US dollars), par l'accroissement considérable de ses moyens militaires, mais aussi en mettant en oeuvre une politique étrangère dépassant largement le seul cadre asiatique (en direction de l'Afrique, par exemple). Dans le même temps, le pouvoir central à Beijing maintient ses choix fondamentaux (régime à parti unique, peine de mort avec le nombre le plus élevé au monde d'exécutions à ce titre, contrôle politique de l'internet qui compte aujourd'hui 130 millions d'utilisateurs à travers le pays). L'Inde, immense pays pauvre disposant d'une classe moyenne de plus de 100 millions de personnes, accumule progressivement, et dans une relative discrétion, les instruments de la puissance et de l'influence à long terme. Mais l'accélération de sa croissance économique ne fait que souligner le besoin pressant de réformes qui, seules, permettraient de lutter contre l'indigence et l'inégalité structurelles. La Russie, malgré certains résultats économiques remarquables, conserve les caractéristiques d'une grande exportatrice de ressources naturelles, notamment énergétiques ; de ce fait, sa politique étrangère traduit encore largement sa stratégie énergétique, au détriment d'une influence plus profonde ; Moscou n'a pas encore réussi à exercer, par des moyens plus modernes, l'emprise qu'exerçait naguère l'URSS par des moyens idéologiques et miliatires. Les Etats-Unis semblent être entrés dans une assez longue phase de difficulté : l'occupation militaire de l'Irak, outre son coût en vies américaines, ne fait qu'accentuer la perte de prestige et d'influence de Washington aux yeux du monde. Le dollar américain, réputé inentamable, a perdu sa suprématie. En mars 2006, la décision de la "Federal Reserve" de surseoir à la publication des chiffres M3 -instruments financiers négociables-, au motif que "cet agrégat financier ne présente plus de nos jours le même intérêt", cache une autre réalité : début 2006, les citoyens américains détenteurs de bons du Trésor et autres valeurs négociables des Etats-Unis, ont atteint le niveau le plus bas dans l'histoire (environ 5%), ce qui traduit une défiance certaine à l'égard de leur propre réalité politico-économique. L'Euro, créé il y a 8 ans (1er janvier 1999) représente déjà un élement important à l'échelle mondiale : environ 50% du commerce mondiale ; environ 25% des réserves des Etats, y compris ceux qui étaient à 100% dans la zone US Dollar (pays du Golfe, qui cherchent à diversifier leurs avoirs) ; bientôt, le marché mondial des produits pétroliers fera également appel à l'Euro, à côté du US Dollar qui en détenait le monopole absolu depuis 1945.

Of course, the history of events was dense in 2006 (elections, armed conflict, national ou individual feats), but more global tendencies, though more difficult to identify, equally deserve our attention. The state of our Planet: never before has there been such an awareness of the impact of human activity on the climate. The tsunami in South-East Asia, at the end of 2004, which was much studied in 2005 and 2006, underlined the danger of human settlement in highly exposed coastal areas, especially in conjunction with rural exodus and the anarchic swelling of urban zones affecting many countries, notably in areas of natural risk. Global warming has manifested itself in dramatic ways, by the unusual power of some atmospheric phenomena (cyclones, typhoons, storms, floods, drought), their impact on human settlement, notably in some areas of Africa. The documentary film by Al Gore, former US Vice President, "An inconvenient truth", has contributed to a serious awakening, thanks to its educational value. The suggestion of creating an international environment organisation, which had long been ignored, is now more widely accepted.
The human condition. The spread of bird 'flu, originating in Asia but swiftly reaching into Europe, has underlined the porosity of borders, and illustrated the exceptional danger of pandemics, in our age of almost instant communication. Whereas the "mad cow" crisis had been, by and large, a European phenomenon, bird 'flu affects a consumer product (chicken meat) which is much more widespread in the world. That being said, it is human cruelty and thoughtlesness which, by fostering regional and local strife, remains the greatest cause of death (e.g. the war in Darfur). Yet, at the same time, in countries which have the benefit of a coherent social system and of good public health services, life expectancy has continued to rise (in the countries which top this list, life expectancy for men has risen to about 79 years, that of women to about 83 years).
Global geopolitics. China has come closer to acheiving the status of a global power, inter alia by becoming the first holder in the world of financial reserves (ca. 1000 billion US dollars), by a considerable increase of its military capacity, but also by implementing a foreign policy which reaches well beyond Asia (into Africa, for example). At the same time, central power in Beijing is sticking to its fundamental principles (single-party system, death penalty with the largest number in the world of executions carried out, political control of the internet to which some 130 million people in that country are connected). India, immense poor country which has a fairly wealthy middle class of more than 100 million people, is progressively accumulating, in a fairly discreet fashion, the instruments of long-term power and influence. But the acceleration of India's economic growth underlines the urgent need for reforms, without which chronic poverty and inequalities cannot be surmounted. Russia, in spite of some remarkable economic achievements, still has the features of a great exporter of natural, especially energy, resources; and as a consequence, its foreign policy is still to a large extent a consequence of its energy strategy, to the detriment of more profound influence; Moscou has still not managed to equal, with more modern instruments, the influence that the former USSR wielded by ideological and military means. The United States seem to have entered a long phase of difficulty: the military occupation of Irak, in addition to its toll in American lives, only accentuates the loss of prestige and influence of Washington in the world. The US dollar, in spite of its reputation of being able to withstand anything, has simply lost its supremacy. In March 2006, the decision by the "Federal Reserve" to suspend publication of figures concerning M3 -related to negotiable financial instruments-, on the pretence that "this financial agregate is no longer significant", hides another reality from public view: in early 2006, US citizens holding Treasury bonds and other negotiable values of the USA, reached the lowest proportion in history (about 5%), thus demonstrating a clear lack of confidence in the political and economic reality of their country. The Euro, set up 8 years ago (1st of January 1999) already constitutes a major feature worldwide: about 50% of world trade; roughly 25% of official reserves, including in countries which until recently had 100% of their reserves in US Dollars (e.g. Gulf States, now wishing to diversify their wealth); and soon, the world market of oil products will also start dealing in Euros, alongside the US Dollar which enjoyed an absolute monoply in this field since 1945.
